You can reduce the footer height by adjusting that padding. You can add custom CSS to your site through Appearance -> Customize -> Additional CSS. That should reduce the footer height by half. Adjust the 5px to whatever you need to adjust the height to what looks best.
In Microsoft Word 2013 the default footer height is set at 1/2 inch. You can increase or decrease this value using the options in the “Header & Footer” section. Your settings will apply to each page of your Word document.
What size should a header be?
While screens are getting larger, a header width of 1024px is still the most popular size. Websites are designed for 1024 x 768px resolution. If you intend to use a header that is more than 1000 pixels, use one of these header sizes: 1280px.
You can easily move between the header and footer by using the switch between header and footer button on the toolbar. To display the headers and footers of the current page select (View > Header and Footer). You will be automatically switched to Print Layout view if you are in any other view.

If you’re not in the Header and Footer view, select the Insert tab, click Footer and click Edit Footer. If “Same as Previous” or “Link to Previous” is visible just above the footer, remove it by clicking Link to Previous in the Design tab’s Navigation section.
If you open the document and press Ctrl-A, then Alt-P-S-P to open the Page Layout dialogue and choose the Layout tab and either of the ‘Different odd and even’ or ‘Different first page‘ boxes is checked or shaded, that’s probably part of your issue.
